An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 1-year relevant experience. Competencies: Working knowledge and understanding of the following: Constitutional legislative an inter-governmental dispensation in South Africa; MFMA; Financial databases; Municipal financial statements; Municipal budgeting processes; Legislation, regulatory frameworks, policies and best practices that Ahave a bearing on the line functions; Information systems that aid in the management of knowledge and information pertaining to the line function; Project management; Operational management practices; Policy development, and operational management, monitoring and review processes; Modern systems of governance and administration; Public service procedures, processes and systems; Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; Public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Functioning of the Province and the activities of sister departments/related functional areas; Policies of the government of the day; Labour Relations legislation and regulations; Performance management in general. Skills in the following: Numeracy; Computer Literacy; Good written and verbal communication; Project Management skills; Report Writing skills; Team player.
Duties
Provide administrative support, monitor and facilitate the implementation and effectiveness of ward committees and community work programme; Facilitate the establishment and functionality of the community work programme local stakeholders’ committees and continuously coordinate the involvement of relevant stakeholders, including the local development partners; Assist with gathering, assessment and management of ward committees and community work programme information; Provide administrative support to the sub-directorate: ward committees and community work programme as regards administrative, financial, human resource management and communication needs; Provide administrative support to municipal support actions; Governance and stakeholder support; Financial, human resource and resource administration.
