National Senior Certificate. Degree/ National Diploma (NQF Level 6 as recognized by SAQA) in Law/Real Estate/ Property Management/ Town & Regional Planning. 3 years’ experience in supervisory level or SL7/8 and in Property Management. A valid driver's license. Knowledge And Skills: Knowledge, understanding and application of the legislative framework that governs the Public Service. Knowledge and understanding of lease administration and contract administration. Knowledge and understanding of Revenue management and billing processes. Knowledge of property valuation principles. Knowledge of SCM processes relating to leasing. Knowledge of municipal billing systems and contract management. Financial analysis (lease billing, municipal accounts). Stakeholder engagement. Negotiation skills. Report writing. Problem-solving. Coordination and planning.
Duties
Coordinate administration of income leases agreements for state-owned properties. Coordinate administration and maintenance of income lease agreements for state-owned properties. Facilitate processing, approval, and execution of lease agreements in line with policy. Monitor alignment of lease agreements with market-related valuations and departmental guidelines. Monitor compliance with lease conditions and facilitate corrective interventions. Oversee accurate updating of lease registers and submission of lease information for billing. Coordinate termination and renewal of income leases. Coordinate identification of leases due for termination or renewal. Facilitate preparation and communication of termination and renewal processes. Monitor compliance with contractual and legal requirements. Oversee property exit inspections, documentation, and asset safeguarding. Monitor updating of lease records and financial systems. Coordinate management of Municipal services accounts for leased properties. Coordinate verification and administration of municipal accounts for state-owned properties. Monitor accuracy of billing information and alignment with tariff structures. Facilitate submission of verified payments to finance for processing. Monitor reconciliation of municipal accounts and resolve discrepancies. Maintain accurate records of municipal payments and property-related financial obligations. Coordinate Lease related SCM processes and revenue-generating lease initiatives. Coordinate SCM processes relating to leasing and disposal of state-owned properties. Facilitate preparation and submission of bid documentation and lease agreements. Support implementation of revenue-generating lease initiatives. Coordinate feasibility assessments and approval processes for property development opportunities. Monitor progress of leasing initiatives and ensure compliance with SCM prescripts. Supervise the allocated resources. Maintain high standards by ensuring that the team / section produces excellent work in terms of quality / quantity and timeliness. Resolve problems of motivation and control with minimum guidance from manager. Delegate functions to staff based on individual potential provide the necessary guidance and support and afford staff adequate training and development opportunities. Ensure timeously development of job description and implementation of Work Plans and Personal Development Plans (PDP’s) for all employees in the sub-directorate. Manage daily employee performance and ensure timely Performance Assessments of all subordinates. Ensure management, maintenance and safekeeping of assets.
