Requirements

An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification); A minimum of 3 years relevant experience in the disaster management or relevant field. Competencies: Knowledge of the following: Disaster Management Act (Act 57 of 2002) as amended; Sound stakeholder forum management; Best practice regarding disaster management and fire rescue services; Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Information systems that aid in the management of knowledge and information pertaining to the line function; Project management, labour practices and performance management; Operational management practices; Procurement and tendering processes; Policy development, and operational management, monitoring and review processes; Modern systems of governance and administration; Public service procedures, processes and systems; Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; Public finance, human resources management processes; Public Finance Management Act, National and Provincial Treasury; Regulations, other financial policies, prescripts, directives and collective agreements; Province and the activities of sister departments/related functional areas; Labour Relations legislation and regulations; Performance management in general; Policies of the government of the day. Skills in the following: Computer literacy in MS Office Package (Word, Excel, PowerPoint); Communication (written and verbal); Crises Management; Project Management; Ability to work independently and as part of a team.

Duties

To assist with the coordination and facilitate: Coordinate the disaster assessment and verification processes; Coordinate declaration processes; Conduct the disaster debriefings / post event analysis studies per declared disaster; Facilitate and coordinate the disaster relief, rehabilitation, reconstruction; Facilitate funding expenditure processes and procedures; Responsible for report writing; Perform disaster response team member function while on standby and during disaster activation; Assist with the management of human resources, performance management, financial management, leadership & strategic management in the Sub-directorate.
