Requirements
Qualifications: National Senior Certificate plus an appropriate National Diploma or Bachelor`s Degree in Finance/ Accounting / Public Financial Management / Commerce / Supply Chain Management. Experience: Appropriate 3 to 5 years’ experience in financial management, Supply Chain Management of which 3 years should be at Assistant Director Level. A valid driver’s license. Knowledge: Public Service Act. Public Service Regulations. Public Financial Management Act. Government Legislative Framework. Treasury regulation. PPPFMA. PERSAL system and BAS. Skills: Computer (MS word, Excel, PowerPoint). Management skills, Communication skills (verbal and written, Projects Management, conflict management. Change management, Planning and organizing, analysis and problem solving. Report writing, Planning Design and execution. Willing to work under pressure. Ability to influence and motivate others including members of the public and client departments. Assertiveness. Problem solving. Good planner. Team builder. Flexibility and teamwork. Receptive to suggestions and ideas, excellent coordination.
Duties
Provide financial planning, budgeting, monitoring and reporting services. Provide financial Administration and Accounting services. Manage transactions on the financial system. Collect revenue. Provide supply Chain and Logistical management services. Manage contracts and performance. Ensuring compliance with PFMA, Treasury Instructions and all applicable prescripts. Management of government fleet. Serving as a member of the Departmental Bid Committees. Provide Technical administration support services. Oversee compliance services. Oversee tender administration. Manage inventory and assets. Management of warehouse and disposal of movable assets. Management of procurement services. Determine financial needs and budgetary estimates. Monitor District budget. Coordinate auditor’s request for information. Manage the resources of the Sub Directorate.
