Applicants must be in a possession of a Grade 12 Certificate and Degree in Agricultural Economics/ Economics/ Business Management/ Development Studies.3 years junior management experience in Agricultural Economics environment. Job Related Knowledge: Knowledge of BBBEE Act related legislation, National Small Business Amendment Act, Companies Act, Cooperative Act, Public Finance Management Act. National Small Business Amendment Act, PFMA, Batho Pele Principles, National Policy on Comprehensive Development Support (NPCPDS). Job Related Skills: High level of integrity. Strong leadership and supervisory skills. Analytical skills. Strong work ethics. Good interpersonal skills. Negotiation skills. Ability to work independently. Ability to work under pressure. Duties
SMME strategy for DoA development. Desk top research on the status of SMME’s in Agricultural sector. Align the draft document with the National Policy on Comprehensive Producer Development Support (NPCPDS). and other relevant DoA policy/strategic documents. Manage the consultation process with branches and relevant support directorates with DoA to gather information on SMME’s support interventions. Manage the consultation process with provinces (PDA’s) and provincial DLRRD(PSSC) to gather information on SMME’s support interventions. Manage the process for the incorporation of the inputs into the draft document. Provide guidance and support for the presentations of the draft document to the various Forums to get a buy-in. Manage the process for preparing the submission for the strategy to be presented for EXCO approval. Compile an annual report on the draft development of the SMME strategy for DoA. Coordinated and Harmonized SMME support interventions in DoA. Manage and oversee the consultation process with branches and relevant support directorates within Doa. Manage the review of information gathered. Manage the alignment of financial and non-financial policies/strategies for SMME support. Compile a comprehensive annual report. Realtime data management system. Manage stakeholder engagement on the functionality of their data management system, including processes for data collection, storage, analysis and reporting. Manage the evaluation of the information gathered. Manage the consultation process with D: ITC to define the requirements for a real time data management system. Manage the design of a business case for an agricultural SMME data management system. Manage the approval process of a business case for the design and development of agricultural SMME data management system. Compile quarterly and annual reports. Advocacy for the development of SMME/ Cooperatives in DoA. Attend meetings/conferences/engagements to lobby/obtain information on SMME development. Share information with colleagues within DoA. Manage and provide guidance on the capacitation process for SMME’s/cooperatives business plan development programme as and when requested. Manage reports compiled to EXCO arising from advocacy sessions that have policy and strategic implications for consideration and endorsement/approval. Compile BTOR’s on all engagements attended. Manage the resources of the Sub directorate (Physical, Human and Financial). Ensure procurement of goods and services and proper utilization of the budget by monitor and reporting expenditure. Monitor and ensure proper utilisation of equipment and reporting thereof. Evaluate and monitor performance and appraisal of employees. Ensure capacity and development of staff. Manage discipline.
