Minimum educational qualification: A health-related qualification at NQF level 7 that allows registration with the Health Professions Council of South Africa (HPCSA) or South African Nursing Council (SANC) or South African Pharmacy Council (SAPC). Experience: Appropriate management experience in an appropriate healthcare environment. Inherent requirements of the job: Valid Driver’s licence. Competencies (knowledge/skills): Sound knowledge of the district health system. A firm grasp of the principles and practice of primary healthcare in the South African context. Computer literacy. Ability to communicate (verbal and written).
Duties
Provide strategic leadership, governance, operational management, quality assurance and oversight of Primary Health Care services within the Sub-District, including clinic-based and community-based services, oral health services, the implementation of the Community-Oriented Primary Care approach, burden of disease management, internal policy and procedure development, monitoring and evaluation systems, and complaints management. Oversee the effective management of critical support services on the Primary Health Care platform, including pharmacy services, information management and data systems, infrastructure, equipment, cleaning services and security services. Ensure sound financial planning, budget management and expenditure control, including demand management, stock control, asset management and compliance with audit requirements. Manage workforce planning and human resource processes, including labour relations, disciplinary matters, performance management and the development of staff within the Sub-District Primary Health Care platform. Establish and maintain effective liaison, collaboration and network with relevant stakeholders within the ecosystem, including hospitals, non-governmental organizations, private service providers, municipalities and community structures, and promote the effective functioning of clinic committees.
