Government departments and state-owned companies do not recruit through WhatsApp or social media. Every national and provincial post is advertised in the DPSA circular, and applying is free and requires a Z83 form.
Offered a job with no interview ("you are hired")
Being hired without an interview is not good luck. It removes the step where you would ask questions, and it is used to move you quickly to the part where you pay or hand over documents.
Promised an unrealistic salary for the work involved
A salary far above the market rate for the work is the bait. R40,000 a month for data entry with no experience is not a job offer; it is the reason you are expected to overlook everything else.
Used a free Gmail/Yahoo/Outlook address for a "business"
A real company recruiting for itself uses its own domain. A Gmail, Yahoo or Outlook address on a corporate job offer means either the sender is not who they claim, or the company is not established enough to verify.
