Requirements

An appropriate Bachelor’s Degree/National Diploma (NQF Level 6) in Financial Management / Economics / Built Environment / Accounting /or an equivalent qualification. A Built Environment together with bachelor’s in commerce with Economics / Financial Management qualifications as well as advanced qualification will be an added advantage. At least three (3) to five (5) years relevant work experience, preferably in funding frameworks and policies. Extensive knowledge and insight into the education policies and legislations for public colleges. Policy analysis, development, and implementation skills. Financial Management skills. Knowledge of the policies and legislative framework in Technical and Vocational and Educational Training (TVET) colleges, and Public Finance Management Act. Financial analytical and research skills. Basic knowledge of the built environment. Good communication (oral and written) and interpersonal skills. Ability to work in a team and to work under pressure. Meet tight deadlines and be target driven. Computer literate with basic knowledge of MS Word and Excel skills. Valid Driver’s License and willingness to travel extensively and as and when required.

Duties

Use various models including costing models to determine the budgets for infrastructure funding. Allocate funding to TVET Colleges based on the priority and criticality of the infrastructure conditions and make transfers. Keep date of the infrastructure needs at various institutions which will be at college and campus level. Gather, analyse, and utilise data for the development of National Norms and Standards for funding infrastructure of Technical and Vocational Education and Training colleges. Draft and review of the infrastructure funding norms for Technical and Vocational Education and Training colleges. Develop and manage advocacy strategy of the infrastructure funding norms. Develop models for implementation for infrastructure funding policy. Conduct readiness assessment for implementation of the infrastructure funding norms. Responsible for implementation of the infrastructure funding norms. Manage payments of infrastructure funds to the TVET Colleges. N.B. All shortlisted candidates will be required to complete a relevant competency exercise.
