An appropriate Degree / National diploma in Human Resources Management or equivalent qualification at NQF Level 6. Three (3) to Five (5) years supervisory experience in Human Resource Management Field. Sound Knowledge and understanding of PERSAL system. Sound Knowledge and understanding of prescripts governing TVET sector including among others CET Act etc. Good understanding and interpretation of Public Service prescripts i: public Service Act, Public service Regulations, Labour Relation Act, Basic Condition of Employment Act, Employment Equity Act, Skills Development Act, Skills Development Levies Act and HR Related Prescripts. Knowledge and Understanding of Human Resources Management, Administration and Development processes and procedures. Good Administrative skills, Good Report writing skills, Good analytical Research skills, Good and communication and interpersonal skills, Planning and Organizing skills, Leadership skills, Presentation, and Facilitation skills. Advanced Computer literacy. A valid driver's license is required.
Duties
Oversee Human Resource Management and Administration services - Render conditions of services (Leave, Housing, Medical, Injury on duty, Long service recognition, overtime, relocation, pensions, transfers, allowances etc); Oversee the recruitment and selection processes as per departmental delegation(advert), shortlisting, interviews, security vetting, competency test, reference check, verification of qualifications)are coordinated within the stipulated timelines); Management of HR Personnel records. Oversee Human Resource Development services - Render Bursaries administration; Render Internship and Work Integrated Learning (WIL); Conduct Induction; Coordinate and facilitate the Training interventions. Develop and implement Workplace Skills Plan (WSP); Administration of Performance Management and Development Systems (PMDS)and Integrated Quality Management System (IQMS). Coordinate and facilitate Organizational Development, services - Coordinate and facilitate organizational services by designing, reviewing and implementing the Region structure; Facilitate the development of Job Descriptions; Coordinate the Job Evaluation of posts/jobs and submit to Head Office; Conduct work-study and business process re-engineering; Facilitate change management and organizational transformation services. Coordinate and facilitate Human Resource Planning (HRP) and Employment Equity (EE) services - Coordinate, develop, review, implement and monitor the Regional Office HR plan, develop; Provide report on HR and EE plans to manage relevant structures. Assist in developing and implementing Human Resource policies and manuals. Management of staff. Perform other duties assigned by the Supervisor. N.B.
