Applicant must be in possession of a Grade 12 certificate, appropriate post graduate qualification (NQF level 8) as recognised by SAQA in Law, Accounting, Auditing, Risk Management, Business Management, Law, Public Administration or relevant qualifications; A minimum of five (5) years’ experience in serving on and/or chairing an Audit and Risk Committee, Board, Committee or similar governance/oversight structure; Membership of a recognised professional body such as the South African Institute of Chartered Accountants (SAICA), Institute of Internal Auditors South Africa (IIA SA), Legal Practice Council (LPC), or an equivalent recognised professional body. A sound understanding of the PFMA, Treasury Regulations and applicable public sector governance, audit, risk management and financial reporting frameworks; A sound understanding of the respective roles and responsibilities of the Accounting Officer, Executive Authority, Audit and Risk Committee, Internal Audit and Auditor-General of South Africa; Knowledge of the PFMA, Treasury Regulation and other public sector frameworks; Knowledge and understanding of financial statements, internal controls, risk management, internal and external audit, performance information and governance; Strong leadership, strategic thinking, analytical, communication and interpersonal skills; Independent, integrity, objectivity and professional judgement; Be able to devote sufficient time to the effective discharge of the responsibilities of the Chairperson.
Duties
The successful candidate will, amongst others: Provide effective leadership to the Audit and Risk Committee. Ensure that the Committee effectively discharges its responsibilities in accordance with its approved Charter and applicable legislation and prescripts. Facilitate effective oversight of financial reporting, performance information, risk management, internal controls and governance processes. Oversee Internal Audit function to ensure its effectiveness and independence. Facilitate the monitoring the implementation of recommendations arising from internal and external audit processes. Facilitate effective communication and engagement between the Committee, Executive Authority, Accounting Officer, management, Internal Audit and the Auditor-General of South Africa. Ensure that significant governance, risk, control, financial management and audit matters are appropriately considered and escalated. Report to the Executive Authority on the activities and effectiveness of the Audit and Risk Committee. Promote accountability, transparency, ethical conduct and good governance within the Department. Lead the annual assessment of the Audit and Risk Committee.
