Requirements

The ideal candidate must be in possession of a Bachelors Degree/ NQF Level 7 qualification in Human Resource Management as recognised by SAQA coupled with at least 5 years experience at senior managerial level in a Human Resource Management and Development environment, as well as an SMS Pre-entry certificate (Nyukela) as offered by the National School of Government (NSG) (Certificate submitted prior to appointment) and a valid Drivers licence. Essential Knowledge, Skills And Competencies Required: The successful candidate must have: Sound knowledge of the RSA Constitution; Public Service Act; Public Service Regulations; Public Finance Management Act; Labour Relations Act; Employee Performance and Management System; Basic Conditions of Employment Act; Project Management Principles; Youth Development Policy; National and Provincial practice Notes; Supply Chain Management practices and procedures; Promotion of Access to Information Act; Service Delivery frameworks; Promotion of Administration Justice Act; Skills Development Act; National Skills Development Strategy; National Development Plan; Provincial Growth and development plan; Treasury Regulations; KZN Citizens charter; Occupational Health and Safety Act; Intergovernmental matters; Ministerial Handbook; Promotion of Equality and Prevention of Unfair Discrimination Act and any other relevant Act/Legislative mandates; Language skills; listening skills; presentation skills; analytical thinking; interpersonal relations; strategic planning skills; organisational skills; research skills; analytical skills; leadership skills; financial management skills; time management skills; report writing skills; problem solving skills; conflict management skills; change management skills; self discipline and able to work under pressure with minimum supervision; project management skills; people management skills; relationship management; decision making; facilitation skills; risk management skills; strategic direction; good communication skills (verbal & written) with staff and management, other departments and private sector organisations, educational institutions, municipalities, traditional institutions and good computer literacy in MS Office.

Duties

The successful candidate will be required to manage a Strategic Human Resource function within the department with the following responsibilities: Render efficient Human Resource administration services; Provide optimal development of departmental human resources; Manage the development of human resource strategies and provide organisational development services; Manage labour relations matters; Ensure the development and implementation of policies, strategies and guidelines; Manage the resources of the Chief Directorate.
