Minimum three (03) years' Bachelor's degree/Advanced Diploma/BTech NQF Level 7 in Finance/Financial Management/Accounting/Banking and Financial Risk Management. A minimum of three (03) years’ experience in the field of banking, cash and debtors’ management environment at a junior management level. A valid driver's license. Skills and Competencies: Competency in Microsoft Office Suite (Excel, Word, and PowerPoint). Strong analytical capabilities and sound report writing skills. Better understanding of the transversal systems of BAS and LOGIS. Knowledge and experience of relevant financial systems. Knowledge of government policies, practices, and related Acts and regulations such as PFMA, DORA, and Treasury Regulations. Excellent technical writing and presentation skills. Innovative problem-solving ability. The ability to work independently. Applied knowledge of all relevant PFMA and Treasury Regulations.
Duties
Monitor the implementation of the service level agreement with the Provincial Banker (contract management). Provide technical assistance to the departments on banking-related matters. Monitor the release of payments online and the processing of bank credit transfers. Manage the transfer of funds to PMGs and ensure that the transfers align with the schedule and budget allocation. Oversee the procurement and appointment process of the provincial banker. Manage the Province’s investment portfolio by investing surplus funds and monitoring cash availability. Advise Departments on managing outstanding debts and guide them in developing recovery plans and strategies to improve debt collection. Manage human and financial resources.
