National Senior Certificate, B Degree (NQF level 7 as recognised by SAQA) in Public Administration / Human Resource Management/ Industrial Psychology with three years’ relevant experience in Corporate Services at an Assistant Director Level. A valid driver’s licence. Introduction to PERSAL Certificate is compulsory. Knowledge and Skills: In-depth knowledge and understanding of legislative framework that governs the Public Service. In-depth knowledge and understanding of all Acts and Regulating that governs the HRM discipline. Knowledge, understanding and application of legislative framework, policies and prescripts that govern the Recruitment and Selection process in the Public Service. Knowledge and understanding of Archives and Records Management Act etc. Knowledge of PERSAL System. Knowledge of Financial regulations and instructions and application of financial procedures. Applied Strategic Thinking, Research Skills, Applying Technology, Budgeting and Financial Management, Communication and Information Management, Continuous Improvement, Citizen Focus and Responsiveness, Developing Others, Diversity Management, Impact and Influence, Managing Interpersonal Conflict and Resolving Problems, Networking and Building Bonds, Planning and Organising, Problem Solving and Decision Making, Project Management, Team Leadership, Computer Literate, Good Communication Skills (verbal and written). Duties
Manage Recruitment, selection and placement of employees, Manage and coordinate recruitment, selection, placement and HR Planning. Facilitate and coordinate sitting of Employment Equity committee. Manage compliance with recruitment process. Manage district establishment. Manage Conditions of Services and implementation of employee benefits. Manage leave administration and PILIR. Manage payment of benefits. Manage HR Registry services. Facilitate implementation of COIDA. Manage Human Resource Development. Manage coordination of training and development. Manage coordination of skills audit and workplace skills plan. Manage coordination and implementation of PMDS and development. Manage implementation of Internship and learnership programme. Manage coordination of Training Committee activities. Manage Employee Health and Wellness. Manage HIV/AIDS and TB in the workplace. Monitor Health and Productivity Management. Manage SHERQ services. Manage Wellness programme. Manage Employment Relations. Advise on labour relations matters. Improve quality of consultations between HR and management. Manage resolutions and outcomes of grievance matters. Manage coordination of discipline and outcomes. Facilitate and coordinate sitting of Regional Labour Forums. Facilitate and implement outcomes of dispute and disciplinary matters. Manage Network and IT Infrastructure. Manage provision of IT services. Manage the provision of IT maintenance services. Manage district back-ups monthly. Manage provision of desk top support. Manage Office Service. Manage opening, closing and archiving of files. Manage proper maintenance of records according to National Minimum Information Requirements (NMIR). Manage movement of files. Manage records/ documents. Manage operations of Registry services. Manage Allocated Resources. Maintain high standard of performance within teams to produce excellent work within stipulated timeframes for achievement of set objectives. Resolve problems of motivation and control. Ensure timeously development of job descriptions, signing of workplan agreements and assessment of employees. Ensure management, procurement, maintenance and safekeeping of assets. Participate in strategic planning sessions to develop district operational plans and ensure accurate implementation and reporting thereof. Provide support on audit findings and risks within the unit.
