Requirements

Basic R425 Diploma / Degree in Nursing or equivalent qualification allowing registration with SANC as a Professional Nurse with Midwifery. Current South African Nursing Council (SANC) registration (2026).9 years’ appropriate/recognisable nursing experience after registration, with at least 4 years at Primary Health Care (PHC) management level. Diploma/Degree in Nursing Administration/Health Service Management will be an added advantage. Computer literacy and a valid driver’s licence. Knowledge, Skills Training and Competencies Required: Knowledge of Primary Health Care policies, legislation, guidelines, norms and standards. Knowledge of nursing care processes, procedures, clinical governance and quality assurance. Knowledge of human resource management, financial management and supply chain management processes. Knowledge of District Health System planning, monitoring and evaluation. Knowledge of PHC programmes, including HIV/AIDS, Sexually Transmitted Infections and Tuberculosis (HAST), communicable and non-communicable diseases, and maternal, neonatal and child health. Good leadership, management, coordination and supervisory skills. Good communication, report-writing, conflict-management and problem-solving skills. Ability to manage human, financial and material resources effectively. Ability to analyse and interpret health information and use data to improve service delivery. Ability to work effectively within a multidisciplinary team and engage with internal and external stakeholders. Computer skills, including the ability to use relevant Microsoft Office applications. Ability to work under pressure and meet deadlines.

Duties

Provide strategic leadership and direction to Primary Health Care nursing services. Coordinate, supervise and monitor quality and efficient patient-care services. Monitor implementation of the District Health Plan, PHC indicators, norms, standards and targets, and initiate corrective action where required. Coordinate planning, monitoring and evaluation of PHC service delivery within the sub-district. Ensure compliance with Office of Health Standards Compliance (OHSC), Ideal Health Facility, clinical governance and nursing standards. Manage human, financial and material resources effectively, including budget monitoring and audit compliance. Manage staff performance, development, discipline and grievances. Ensure effective infection prevention and control and quality-improvement programmes. Monitor key PHC programmes, including HIV, AIDS, Sexually Transmitted Infections and Tuberculosis (HAST), communicable and non-communicable diseases, and maternal, neonatal and child health. Promote health education, health promotion and disease prevention. Strengthen multidisciplinary, outreach and stakeholder relationships. Use health information and monitoring and evaluation findings to improve service delivery and patient outcomes. Support service-delivery innovations towards Universal Health Coverage/National Health Insurance (NHI). Perform any other duties delegated by the relevant authority.

Directions To Candidates: Applicants must submit a fully completed, initialled and signed Z83 form and a detailed CV only. All fields of Sections A, B, C and D of the Z83 must be completed in full. Due to the limited space on the Z83, applicants may indicate “refer to CV” or “see attached” in Sections E, F and G. However, the question relating to conditions that prevent re-appointment under Part F must be answered, and the declaration must be completed and signed. Only shortlisted candidates will be required to submit certified supporting documents and a Certificate of Service endorsed by Human Resources. Only the new Z83 Application for Employment form, effective from 01 January 2021, will be accepted. The form is available from any Government Department or from the KZN Department of Health or DPSA websites. The reference number and position applied for must be clearly indicated on the Z83 form. The appointments are subject to positive outcomes obtained from the State Security Agency (SSA) to the following checks (security clearance (vetting), criminal clearance, credit records, citizenship), verification of Educational Qualifications by SAQA, verification of previous experience from Employers and verification from the Company Intellectual Property Commission (CIPC). All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The successful candidate will be required to sign a performance agreement within three months of appointment. Due to the anticipated high number of applications, applications will not be acknowledged. Correspondence will be limited to shortlisted candidates.
