STATE ACCOUNTANT: BUDGETING SERVICES

Requirements

An appropriate (3-year) undergraduate NQF 6 in Accounting/ Economics / Financial Management as recognised by SAQA. A minimum of 3-5 years in financial or accounting services. In-depth understanding of legislative framework that governs the Public Service. Understanding and application of the following prescripts: Public Finance Management Act, DORA, Treasury regulations, Treasury / Practice Notes, Treasury & DPSA Circulars, General Accounting Principles, SCM Guidelines and Frameworks, Understanding of Financial Management best practices. Financial Management Systems (PERSAL, BAS). Knowledge Management. Service Delivery Innovation. Problem Solving and analysis. Computer literate. Good communication skills (written and verbal skills) and a good command of English language. Knowledge of Education Sector will be added advantage.

Duties

Provide budget compliance support to management. Capturing of budget records, transfers and virements. Prepare budget reports. Compile monthly and quarterly reports. Compliance with departmental prescripts. Compile monthly and quarterly reports. Compliance with departmental prescripts. Mentoring/ supervising of accounting clerks, learners and interns. Personnel management. Ensure management, maintenance and safekeeping of assets. Maintain high standards by ensuring that the team / section produces excellent work in terms of quality / quantity and timeliness. Resolve problems of motivation and control with minimum guidance to subordinates. Maintain conducive working environment and management of leave of absence.
