Requirements

Senior Certificate / Grade 12. National Diploma or Degree in Information Technology, Management Information Systems, Statistics, Computer Science or a related field. The following will be an added advantage: Appropriate experience in data management and health information systems, including the District Health Information System (DHIS) and Routine Health Information Systems. Training and/or previous experience in TIER.Net and/or EDRWeb data capturing and reporting. Certificate in MS Office or demonstrated proficiency in the MS Office package. A valid driver's license. Knowledge, Skills Training and Competencies Required: Knowledge of health information systems and data-management principles. Ability to collect, capture, validate, analyse and report health information. Presentation skills - The ability to compile meaningful presentation and/ or graphical presentation of statistics and to compare strategic objectives with reported results Strong communication, interpersonal and supervisory skills Sound organizing, planning and analytical skills. Ability to work independently and as part of a multidisciplinary team. Ability to work under pressure and to meet tight reporting deadlines. Understand regional/district health systems (incl. Health and Management Information Systems) Sound public health knowledge Proficient Computer skills working with full Microsoft Office Package. Ability to operate office equipment e.g. photocopiers, fax machine etc. High level of accuracy and capturing skills Technical knowledge in the information Technology Environment.

Duties

Co-ordinating and managing the collection of quality data and the maintenance of the Institutional Health and Management Information at the facility Collecting, capturing, validating, analyzing and interpreting facility data Ensuring the accuracy, completeness and timeliness of information submitted through the relevant health information systems. Monitoring data quality and identifying discrepancies for correction. Compiling monthly, quarterly and annual statistical reports. Providing information to hospital management for planning, monitoring and evaluation. Providing advice to ward managers and Heads of departments with regard to health information and data management systems and related needs e.g. completion of standardised forms and use of hospital registers and Data Management policy related issues. Monitoring facility performance indicators against targets. Preparing statistical tables, graphs and presentations. Feeding back information through both summary and comprehensive reports Maintaining information and data-management records. Conduct data audits, data-quality assessments and monitoring visits. Providing guidance to staff on data collection, reporting and information-management procedures. Performing any other duties delegated by the supervisor or hospital management. Maintain and provide technical support to all routine Health Information Systems Co-ordinate the collection of routine and non-routine data inclusive of surveys. Ensure data and information integrity to accurately represent the state of service delivery in the facility. Supervising and training staff. Putting mechanisms in place to improve the quality of information received. Co-ordinate and facilitate the development of information management and Data flow plan Convene data information Management committee meetings. Actively participate in the facility performance review activities. Continuously verify and validate data to ensure quality and good decision-making.

Directions To Candidates: Applicants must submit a fully completed, initialled and signed Z83 form and a detailed CV only. All fields of Sections A, B, C and D of the Z83 must be completed in full. Due to the limited space on the Z83, applicants may indicate “refer to CV” or “see attached” in Sections E, F and G. However, the question relating to conditions that prevent re-appointment under Part F must be answered, and the declaration must be completed and signed. Only shortlisted candidates will be required to submit certified supporting documents and a Certificate of Service endorsed by Human Resources. Only the new Z83 Application for Employment form, effective from 01 January 2021, will be accepted. The form is available from any Government Department or from the KZN Department of Health or DPSA websites. The reference number and position applied for must be clearly indicated on the Z83 form. The appointments are subject to positive outcomes obtained from the State Security Agency (SSA) to the following checks (security clearance (vetting), criminal clearance, credit records, citizenship), verification of Educational Qualifications by SAQA, verification of previous experience from Employers and verification from the Company Intellectual Property Commission (CIPC). All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The successful candidate will be required to sign a performance agreement within three months of appointment. Due to the anticipated high number of applications, applications will not be acknowledged. Correspondence will be limited to shortlisted candidates.
