National Senior Certificate plus a National Diploma (NQF L6) or preferably a B Degree (NQF L7) in Human Resource Management/ Human Resource Development/ Training and Development/ Public Administration/ Public Management qualification as recognised by SAQA. A minimum of three (3) years’ experience in Skills Development and Training coordination, of which three (3) years should be at a supervisory level (SL 7 / 8). Skills Development Facilitator certificate and Train the Trainer certificate will serve as an added advantage. Knowledge and skills: Good interpretation and knowledge of the National Skills Development Strategy, Public Finance Management Act, Skills Development Act, Skills Development Levy Act, Public Service Regulations, knowledge of the compulsory training programmes in the Public Service and training on various programme, knowledge of PERSAL system, planning, coordination, organising, analytical and people management skills, sound verbal and written Communication skills, presentation skills, high sense of responsibility and accountability, interpersonal, time management skills, attention to details, experience in managing long term training programmes (Learnership, Internship, Workplace Integrated Learning), experience in developing and submitting Workplace Skills Plan and various SETA’s reports, project management skills and ability to coordinate, manage and closeup training and development projects, computer literacy in the Microsoft package i.e. Word, Excel, PowerPoint, ability to work under pressure and independently and or as part of a team. A valid (Code 8) driving license.
Duties
Coordinate the development and submission of the workplace skills plan (WSP) and annual training report (ATR). Conduct skills gap analysis and training assessment across the organization. Align skills development plans with strategic objectives and workforce plans. Facilitate consolidation of inputs from business units to inform training priorities. Administer integration of skills development initiatives into departmental plans and budgets. Monitor progress against planned training interventions and recommend adjustments where necessary. Manage and implement skills development initiatives. Coordinate artisans’ development programs. Coordinate the implementation of training and development programmes. Develop and maintain the annual training schedule. Facilitate logistics for training interventions. Engage with internal stakeholders and external accredited training providers. Administer nomination and enrolment of employees for training. Monitor and track training delivery against the approved plan. Maintain accurate training records and documents. Coordinate and facilitate comprehensive Induction Programmes. Develop and maintain induction programme schedule. Coordinate logistics and resources for induction sessions. Facilitate delivery of induction session. Engage with internal stakeholders. Track attendance and completion of induction programmes. Evaluate and improve induction effectiveness. Coordinate career path development programmes. Promote the development of leadership and succession programmes targeting emerging leaders, middle management and high potential staff. Promote a culture of continuous learning and promotional growth. Facilitate mentorship relationships. Conduct coaching sessions. Monitor progress and provide feedback. Management of administration support. Give input on the development of policies and operational plans. Attend and respond to audit matters. Compile and submit monthly and quarterly reports. Determine and verify the authenticity of the evidence provided. Supervise human resources. Maintain staff discipline.
