National Senior Certificate plus a National Diploma (NQF Level 6) or B. Degree (NQF level 7 as recognised by SAQA) in Financial Accounting/ Cost and Management Accounting/ Financial Management/ Internal Audit qualification with at least 1 to 2 years’ experience within the public sector expenditure management field. Knowledge of financial systems (LOGIS and BAS). Knowledge of Public Service Regulations, Legislations/ policies/ prescripts, and procedures. Knowledge of Treasury Regulations, understanding of the Public Finance Management Act (PFMA). Financial Regulations Knowledge of Batho Pele principles. Computer literacy (specializing in Advanced EXCEL and PowerPoint Presentation). Good communication and Report writing skills. Sound organisational skills. People management. Customer / client orientated approach and ability to work under pressure and independently. A valid driving licence (Code 8) is required.
Duties
Render financial administration. Process and verify general payment transactions accurately and within prescribed timeframes. Ensure all payment requests are supported by valid documentation and approved in accordance with delegated authority. Capture, review, and authorize payment transactions on the applicable financial management systems. Monitor payment batches to ensure timely settlement of supplier invoices and other financial obligations. Render authorization of electronic transactions for transfers and creditors payments. Verification of captured payment details. Render quality assurance of payments. Facilitate and solve payments queries on time. Facilitate payment of supplier bank rejections. Monitor adherence to internal controls. Authorization of all creditor’s payments manually. Ensure compliance with payment documents. Manual authorization and monitor of transfers. Facilitate the authenticity for transfer payments to Public Entities and institutions. Authorization of all transfer payments manually. Facilitate confirmation for receipt of fund transferred by different Institutions and Public Entities. Compile register of transfers monthly and quarterly submit for disclosure in the Interim/ Annual financial statements. Facilitate reconciliation of transfers to budget for In Year Monitoring. Ensure that we disclose correct information on transfers for quarterly Interim Financial Statement and Annual Financial Statement. Compilation of accruals and payables reports. Request reports from system controller. Facilitate compilation of accruals and payables reports. Verification of payments age analysis of the Accruals and payables. Verification, analysing and reconciliation of accruals and payables. Consolidation of accruals and payables monthly. Presentation of accruals and payables reports in the In-Year-Monitoring meetings. Ensure that accurate information is disclosed on accruals and payables for quarterly Interim Financial Statement and Annual Financial Statements.
