Requirements

National Senior Certificate plus a National Diploma (NQF L6) or preferably a B Degree (NQF L7) in Human Resource Management/ Human Resource Development/ Training and Development/ Public Administration/ Public Management qualification as recognised by SAQA. A minimum of three (3) years’ experience in Skills Development and Training coordination, of which three (3) years should be at a supervisory level (SL 7 / 8). Skills Development Facilitator certificate and Train the Trainer certificate will serve as an added advantage. Knowledge and skills: Good interpretation and knowledge of the National Skills Development Strategy, Public Finance Management Act, Skills Development Act, Skills Development Levies Act, Public Service Regulations, knowledge of the compulsory training programmes in the Public Service and training on various programs, knowledge of PERSAL system, planning, coordination, organising, analytical and people management skills, sound verbal and written Communication skills, presentation skills, high sense of responsibility and accountability, interpersonal, time management skills, attention to details, experience in managing long term training programmes (Learnership, Internship, Workplace Integrated Learning), experience in developing and submitting Workplace Skills Plan and various SETA’s reports, project management skills and ability to coordinate, manage and closeup training and development projects, computer literacy in the Microsoft package i.e. Word, Excel, PowerPoint, ability to work under pressure and independently and or as part of a team. A valid(Code 8) driving license.

Duties

Coordinate and facilitate training programmes for employees. Manage the development, review the training & development policies, frameworks and guidelines. Monitor consolidation of the departmental training needs. Verify alignment with departmental priorities and skills plans. Develop and maintain annual training schedules. Liaise and engage with training providers. Oversee training sessions to ensure quality and adherence to agreed standards. Align human resource development training programs with strategic objectives. Maintain training records and reporting. Facilitate and lead skills audits. Develop a detailed skills audit plan and implementation approach aligned with departmental objectives. Develop, standardize tools and methodologies as per Public Service-Skills Audit Methodology Framework. Engage and consult stakeholders on various HRD matters that needs to be consulted. Analyse and interpret skills audit results. Develop skills audit reports and recommendations. Monitor the implementation of recommendations. Administer the implementation of the bursary scheme policy. Draft bursary advert and submit it to Superior for further processing. Coordinate bursary application processes and submit it to bursary committee for selection. Communicate outcomes with recipients and educational institutions. Monitor bursary contracts. Coordinate payment and financial administration. Monitor academic performance and compliance. Maintain records and compile reports. Implement, monitor and evaluate the Internship and Learnership Programme. Coordinate the screening, recruitment and placement of interns. Supervise the administration of internship contracts. Facilitate the training of mentors for the learnership programme support. Monitor alignment of Learnerships Programmes to SETA, Quality Council for Trades & Occupations and departmental requirements. Monitor, evaluate and report on the progress of the Learnership programmes including coordination of learner-facilitator and learner- mentor contact sessions. Liaise with relevant stakeholders regarding the administration and successful delivery of Learnership Programmes. Management of administration support. Facilitate HRM audit process and ensure timeous submission of information requested by auditors. Give input on the development of policies and operational plans. Compile monthly and quarterly reports. Manage financial and human resources. Maintain staff discipline.
